PRE Covering Certificates & Breeding Contracts
INTRODUCTION
Breeding PRE horses is a wonderful endeavour but all the paperwork must be completed correctly and on time in order to be able to register those precious babies.
Foals CANNOT be registered at all without a correctly completed Covering Certificate issued by the correct authority (PIO or Studbook) which has been filed with the BAPSH Ltd Registry Office in the year the foal was conceived. (Some leeway on CC receipt is possible on a case by case decision but costs are higher)
PRE & Hispano-arab foal production requires a Spanish Studbook Covering Certificate issued – these are obtained individually via the BAPSH Registry office.
PRE Stallions used to sire foals in the following breeds, PRE Fusion Horse, Spanish Spotted Saddle Horse, Spanish-Norman Horse, and Albion Azteca Horse require their own BAPSH Ltd Book of Covering Certificates which will be pre-populated with the PRE Stallion’s basic data – contact the BAPSH Registry Office to buy a new Book of CCs when required.
1.BASICS FOR STALLIONS
ALL PRE STALLIONS MUST BE APPROVED FOR REPRODUCTION BY THE SPANISH STUDBOOK (ANCCE-LGPRE) AND BAPSH Ltd REGISTERED BEFORE COVERING MARES OF ANY BREED
ai) Stallions should be tested for the following diseases before commencing covering mares; CEM, EVA, Klebsiella, and Pseudomonas. The test certificate should show a negative result for each disease. Mare owners may ask to see a copy of the Stallion’s certificates.
aii) It is strongly recommended that stallions who are covering naturally should only cover mares which also have a current test certificate showing them negative for these diseases. Where this policy is followed the stallion need not be re-tested annually.
bi) Stallion Owners must always inspect the visiting mare’s Passport, whatever the breed of mare, and determine to their own satisfaction that the visiting mare is indeed the mare named in the Passport.
bii) Stallion Owners should confirm that ALL PRE mares visiting their Stallion/s are APPROVED FOR BREEDING. If in doubt about the mare’s status contact the Registrar or look up the PRE horse on the ANCCE-LGPRE Website (Horse Search)
ci) It is the responsibility of the Stallion Owner to apply for a Covering Certificate as soon as the mare is confirmed in foal. (Jump to ‘COVERING CERTIFICATES FOR PRE PRODUCTION IN THE UK & EIRE‘ for detailed information on this subject.
cii)The stallion owner must send the BAPSH Ltd Registrar the signed and fully completed Office Copies of the Covering Certificates as soon as possible, and at the latest before 1st Dec
NOTE: STALLIONS NOT registered with BAPSH Ltd cannot be issued with official Covering Certificates. This may result in Purebred foals that can never be registered/inscribed in to the Spanish Studbook, thus losing the majority of their status and value. Once a horse is outside the Spanish Studbook it cannot regain entry to the Studbook nor can its descendents, and it loses the legal right to be referred to as a PRE horse.
2.BASICS FOR MARES
ALL PRE MARES MUST BE APPROVED FOR REPRODUCTION BY THE SPANISH STUDBOOK (ANCCE-LGPRE) AND BAPSH Ltd REGISTERED BEFORE BEING COVERED BY A STALLION OF ANY BREED

If the mare is being covered via Artificial Insemination then the requirement to test the mare for sexually transmitted diseases can be waived providing the mare is in good health
aii) It is strongly recommended that mares are only bred to stallions which have a valid test certificate showing them negative for these diseases – this applies to natural and AI covering. Where this policy is followed the mares need not be re-tested annually within a closed stud.
bi) It is the mare owner’s responsibility to check that the stallion which they use on their mare is accurately identified, registered with BAPSH Ltd, and is APPROVED FOR REPRODUCTION. bii) Mare owners are also advised to read the above section on stallions so that they know what type of Covering Certificate they should be given by the stallion owner as soon as the pregnancy is confirmed. Foals cannot be registered without a covering certificate giving the details of their conception.
3. COVERING CERTIFICATES FOR PRE PRODUCTION IN THE UK & EIRE (CLICK Here for downloadable PDF Version of this text)
PRE covering certificates must be applied for by the Stallion owner – AS SOON AS THE MARE IS CONFIRMED IN FOAL, OR within ONE Month of the Last Date of Covering
Each stallion must be registered with BAPSH Ltd, and must also be transferred on ANCCE-LGPRE via Service 619 into the owner’s BREEDER CODE. The stallion must be APTO (Approved for Reproduction by the Spanish Studbook – either by FESCCR or by LGPRE).
The certificates can be obtained in 2 ways;
1. By sending to the Registrar the following details for EACH Certificate required:
a. their Breeder code
b. the Stallion’s Name and Spanish Studbook registration code
c. the Mare’s Name and Spanish Studbook registration code
d. the Covering Dates
e. the fee of £5.00 per Certificate (cheques payable to BAPSH Ltd or payment by Bank Transfer)
The BAPSH Ltd Registry Service will then issue the completed Covering Certificate as requested and post direct to the Stallion owner for their SIGNATURE
2. The Stallion owner requests from the BAPSH Ltd Registry Service their own private LGPRE access password to their area on the Private breeders zone on the LGANCCE website (www.lgancce.com).
The stallion owner can then enter their personal area and create their own Covering Certificates. These will print off as 2 copies, one for the mare owner, and one for the stallion owner – both must be signed by the stallion owner and also, preferably, by the mare owner. The Stallion owner’s copy is photocopied and sent to the BAPSH office to arrive within ONE MONTH of the Last Date of Covering and must be accompanied by a fee of £2.00 per Certificate.
Both the Stallion Owner and the Mare Owner must SIGN Both pages of the Covering Certificate before the copies are split up.
The Mare Owner’s copy becomes the FOAL’S BIRTH CERTIFICATE – essential for registering the foal.
HOW TO COMPLETE THE COVERING CERTIFICATE
FILL OUT THE FOLLOWING SECTIONS:-
1. MARE INFORMATION
i. Mare’s Code = the mare’s full UELN/ Passport Registration code
ii. Microchip
iii. Breeder’s Code = the Breeder code of the Mare’s current ANCCE-LGPRE registered Owner at the Date of the Covering
iv. Mare’s Name = her full pedigree name
v. Date of Birth = Mare’s DOB
vi. Farm/Owner Name = the current Mare Owner’s Breeder Code Name
2a. BREEDING DETAILS – the stallion owner’s farm address
2b. Breeding Dates – the dates that the stallion covered the mare
2c. Indicate whether Natural Covering or AI (Frozen or Chilled/Fresh)
3a. YOUR SIGNATURE, as STALLION OWNER, goes in the right-hand box.
3b. The MARE OWNER’s SIGNATURE goes into the left-hand box. (This must be the person registered as the Mare’s Owner on the ANCCE-LGPRE system)
NB: IGNORE THE HOST MARE INFORMATION BOX UNLESS YOU ARE DOING AN EMBRYO TRANSFER BREEDING
WHAT TO DO WITH THE COVERING CERTIFICATE NEXT
The TOP PAGE is sent to the MARE OWNER – this will become the FOAL’s BIRTH CERTIFICATE.
The SECOND PAGE is retained by the STALLION OWNER for their Records.
A PHOTOCOPY of the Stallion Owner’s PAGE must be forwarded straight away to the BAPSH Registrar for the studbook records, to be received within ONE MONTH of the Last Date of Covering with the correct fee.

Late Spanish Covering Certificates incur a doubling of the charges
4. LOANING A PRE MARE FOR BREEDING, KNOWN AS ‘WOMB RENTAL’
A mare goes on a breeding loan (her womb is rented) due to the desire of a breeder to breed a foal out of a particular mare, when that mare is actually owned by another breeder. Such an agreement must be clearly laid out in every detail in the compulsory womb rental contract.
The planning behind renting a womb begins well before the mare is pregnant and a written agreement should have been made between the breeder-lessee of the mare and the owner of the sire. In addition to this written agreement, both parties must complete and sign a ‘Womb Rental Contract’ at the time when the mare is covered or inseminated, and the Spanish Covering Certificate must be issued by the Stallion owner
This ‘Womb Rental Contract’ and a copy of the Covering Certificate must be presented at the BAPSH Ltd Registry Office for forwarding to the ANCCE-LGPRE Spanish office at least EIGHT (8) months prior to the birth of the filly/colt.
When the mare is covered/inseminated it is the point at which the final agreement is reached and completedappropriately established—the womb rental contract and the Covering Certificate must be signed and then presented at the BAPSH Ltd Registry office. The LGPRE Stud Book provides a basic model contract for a ‘Womb Rental Contract’ which can be adapted to suit individual circumstances, but any agreement should follow the same basic framework

Due to the importance of this document, the lease between the two breeders involved must signed and the signatures certified by a Notary.
If the lease of the mare is to continue for several breeding seasons then it is important to note that a NEW ‘Womb Rental Contract’ must be completed and submitted to BAPSH Ltd within 2 months of covering EVERY YEAR during the lease period.
5. DETERMINING CONTROL OF COVERING RIGHTS OR THE RIGHT TO USE DOSES OF SEMEN WHEN YOU SELL OR LEASE A STALLION.
This section has two opposite functions, firstly to enable a Seller to retain X number of coverings or doses of semen from a stallion that is being sold, and secondly to allow a stallion to be leased for a couple of breeding seasons. In both cases the Spanish Covering Certificates will have to be issued by the person whose Breeder Code the stallion is registered.
i) In the first situation the buyer of the horse completes a contract with the seller that is lodged with the BAPSH Ltd Registry Office and forwarded to the ANCCE-LGPRE The contract states that the buyer of the horse is required to recognize and accept the fact that the seller currently has X number of vials of semen from said horse, which he/she may use as seen fit.
The buyer is obliged to facilitate and agree, in conjunction with the BAPSH Ltd Registry Service & LGPRE, to issue an agreed number of Breeding (Covering) Certificates for said horse, for use by the seller as of the date indicated on the Change of Ownership card.
If the same horse changes ownership (is transferred or sold) again, the seller is obliged, by the original agreed commitment, to inform the new owner about the previous owner’s possession of X number of vials of semen.

ii) There does not appear to be any ANCCE-LGPRE system for specifically leasing a stallion for one or more breeding seasons, but it is possible to adapt the Semen Sales Contract to form an agreement between the registered owner of a stallion and the breeder leasing the stallion which clearly states the time-frame of the lease period, the number of mares that may be covered during the breeding season (lease period), or the number of doses of semen that may be collected from the stallion in the same period. The registered owner of the stallion will thus be obligated via the agreement to issue X number of Covering Certificates for the agreed breeding season on behalf of the lessee. NOTE: The registered owner has no obligation to issue any Covering Certificates to the lessee which are more than the number agreed with the lessee.
A copy of the Stallion Loan agreement MUST be sent to the BAPSH Ltd Registry office BEFORE the start of the breeding season.
