PUREBRED SPANISH HORSES (PREs) – TRANSFER OF OWNERSHIP OCCURS IN TWO STAGES IN THE UK.

BAPSH recommends that the Seller pays for and completes the Stage I Transfer (UK) to ensure the sold horse is no longer the Seller’s legal responsibility. Completion of Stage II Transfer which changes ownership at the ANCCE-LGPRE (mother studbook), SPAIN can ONLY be done by the New Owner.

UK EQUINE LAW REQUIREMENTS – COMPULSORY
Stage 1 This Transfer accomplishes the Change of Ownership within the UK for BAPSH Ltd Registered Horses. It updates the Passport into the new owner’s name and address, and updates the UK database records, including the DEFRA Central Equine Database, so that your horse’s MICROCHIP is registered to your name and contact details.
This Transfer process is a legal requirement for all PRE horses within 30 days of the Sale being completed.
Recently Imported PREs – UK Import Registration with BAPSH Ltd includes the Stage 1 Transfer – no extra fee.

Stage I – PROCEDURE – Download the BAPSH Ltd TRANSFER/CHANGE OF OWNER Application Form 2022. Complete the form with all requested details, including date of sale, and the signatures of both seller and buyer.

The form will be rejected without the genuine Seller’s SIGNATURE on the form or on a detailed Sales Receipt/Purchase Contract from the Seller to the Buyer.

The fee is £35.00 – inc P&P ‘Royal Mail Signed For’ service (Cheque/Postal Order paid to BAPSH Ltd). If a Bank Transfer is more convenient the Account details are given at the bottom of the Transfer Application Form.

Send the Transfer Form, with the Horse Passport, any other relevant documents, and the Cheque, or proof of payment, to the BAPSH Ltd Studbook Registrar by either Special Delivery or Royal Mail Signed For Delivery.
The Registrar will complete all necessary changes of ownership for UK law and return the Passport to you within 7-10 working days.
Completion of the Stage 1 Transfer means that the horse is now the legal responsibility of the New Owner within the UK, the DEFRA CED is updated, and the MICROCHIP is registered to the new owner’s contact details.

A PRE Seller with an ANCCE-LGPRE Breeder/Owner Code should complete the ANCCE-LGPRE notification of SALE –  PRE – ANCCE-LGPRE Removal of SOLD Horse/s from Your LGPRE List of Horses and email or post it to the BAPSH Ltd Registry Office so that the horse/s can be removed from their ANCCE-LGPRE Breeder/Owner Code List of Horses. Or alternatively the Seller should go to their Private Breeder/Owner Code Zone on www.lgancce.com and remove the SOLD horse/s from their List themselves.

ANCCE-LGPRE (SPANISH STUDBOOK) REQUIREMENTS – STRONGLY RECOMMENDED
Stage II – This second stage Transfer, known as ANCCE-LGPRE Service 619, creates the Change of Ownership in the Spanish Mother Studbook in Seville (ANCCE-LGPRE). The application for an ANCCE-LGPRE Service 619 is done via the BAPSH Registry Service and uses the horse’s ANCCE-LGPRE CARTA DE TITULARIDAD/PROPIEDAD (Ownership Card) and the ANCCE-LGPRE International Application for Service form.
The ANCCE-LGPRE Service 619 Transfer is ESSENTIAL for all PRE horses if they are to be Breeding stock or Potential Breeding Stock.

BAPSH Ltd strongly recommends that the new owner applies for this second stage Transfer so that the Ownership recorded in the ANCCE-LGPRE matches the Ownership recorded by BAPSH Ltd and the DEFRA Central Equine Database

Stage II – PROCEDURE
NOTE:– The New Owner MUST have an ANCCE-LGPRE Breeder Code or ANCCE-LGPRE Horse Owner Code in order to be able to apply for Services from the ANCCE-LGPRE. If you do not know what this is or are unsure whether you have an ANCCE-LGPRE Code then you should contact the BAPSH Ltd Registrar – bapshregistrar@btinternet.com .

i). CARTA DE TITULARIDAD/PROPIEDAD – HOW TO FILL OUT THE BACK OF THE CARTA
Completed Example of 2010 Carta & Completed Example of 2007-09 Carta
Clearly fill out the back of with the following information,
a.Your name and address,
b.Your ID number which will either be your own Passport number or your Driving Licence number,
c.Your ANCCE-LGPRE Breeder Code or your ANCCE-LGPRE Horse Owner Code
d.Your signature in the ‘El Comprador’ Box bottom right-hand corner. The ‘El Vendedor’ (Seller) Box should already be signed by the person named on the front of the Card – ONLY that Signature is acceptable to LGPRE.
If the Seller Box is blank or someone else has signed this Box contact the Registrar immediately.
e.Your current location and the date go in the spaces above the signature Boxes.

All details entered should match those already held in your ANCCE-LGPRE Breeder/Horse Owner Code.

IF your horse has NEVER had a Carta de Titularidad issued to it(you can check this  with the Registrar) then you MUST complete an ANCCE-LGPRE Ownership Declaration form and also provide a colour scan or photograph of your own Passport or Driving Licence. Send these Documents with your ANCCE-LGPRE INTERNATIONAL APPLICATION FOR SERVICE   to the Registrar instead of the non-existent Carta. Your horse will receive its FIRST Carta, in your name & Code, when the Service 619 is completed.

ii) ANCCE-LGPRE INTERNATIONAL APPLICATION FOR SERVICE form 
Complete the ANCCE International Application for Service legibly as described in detail below (the data should match that given by you on the back of the CARTA) :-
a.Top Left Box – Put in today’s date.
b.Next Left Box – Circle Mr or Ms, and PRINT your FULL Name in the Box beside.
c.Right side Top Box – Put in your ANCCE-LGPRE Breeder or Horse Owner Code.
d.Country = UK or IRELAND
e.Stud Farm Name =  the words permanently attached to your ANCCE-LGPRE Code. Not your actual stud/ yard or farm in UK.
f.Number of horses =  between 1 and 10 horses can go on one form for the same Service Code.
g.Stud Farm Address = The address you registered with ANCCE-LGPRE for your home address
h.Service Code =  619.
i.Fee = £60.00 (inc P&P in UK & to Spain) – BAPSH Standard processing or £75.00 – BAPSH Urgent processing and courier to ANCCE-LGPRE office.
j.Complete the Box ‘Horses You Are Requesting Service For’ with your Horse’s Passport Number/Code (UELN) in column 1 & the full registered Name in column 2.  
PASSPORT NOT YET ISSUED BY ANCCE-LGPRE ?  YOU CAN USE the foal’s ‘Breeding & Birth Certificate Number’ for column 1 (See details for Foals at bottom of page)
SIGN the Box in bottom left corner. There is no need to complete the address box on bottom right.

iii) SEND COMPLETED DOCUMENTS & FEE – (£60.00 or £75.00 for BAPSH registered horses) to the address at page bottom. Pay by Cheque/Postal Order to BAPSH Ltd, or by Bank Transfer (get account info from Registrar).

iv) WHAT HAPPENS NEXT – Upon receipt, the Studbook Registrar pays ANCCE-LGPRE, enters the new owner’s data into the Spanish Studbook, and sends the Carta de Titularidad/Propiedad and ANCCE International Application for Service to LGPRE in Spain. LGPRE creates a new Carta de Propiedad in new owner’s name and ANCCE-LGPRE Code and sends the Carta back to the BAPSH Ltd. It is 4 to 6 weeks before the new Carta is received in the BAPSH office. The Registrar then updates the UK database, copies the Carta, and posts the Carta de Propiedad by ‘Royal Mail Signed For’ service to the new owner.

TRANSFER OF OWNERSHIP FOR PRE FOALS & YOUNGSTOCK WITHOUT PASSPORTS ISSUED

1.BAPSH registered Foals in the middle of ANCCE-LGPRE Service 103 Inscription can have BOTH Transfer Stages done before their Passport is issued. The BAPSH Transfer is the same as an adult horse Stage 1 described above TRANSFER/CHANGE OF OWNER APPLICATION FORM 2022
The Stage 2 LGPRE Service 619 Transfer is done as follows,
a) PREINSCRIPTION DOCUMENT-OWNER’S BLUE CARBON COPY. Both the Seller and the Buyer sign at the bottom and complete the Buyer’s Data – The Buyer MUST have an ANCCE-LGPRE Breeder or Horse Owner Code.
b) ANCCE-LGPRE International Application for Service form – use the Breeding & Birth Certificate Number (C.Cubricion) in column 1 instead of the Passport number (which has not yet been issued)
c) Send these two LGPRE documents with the £60.00 fee, plus the BAPSH Transfer application and £35.00 fee, if not applied for previously, to BAPSH to process. The new ANCCE Passport will be issued straight into the Buyer’s Name.

2.Very Young Foals – LGPRE Service 103 Inscription not applied for yet – can be transferred by means of a Stage 1 BAPSH Ltd Transfer alone. The BAPSH Transfer and fee MUST accompany the Foal Inscription Application paperwork (Breeding & Birth Certificate + ANCCE International Application for Service 103 + Service 103 Fee). The Change of Ownership MUST also be recorded in the bottom section of the TOP (Mare Owner’s) COPY of the BREEDING & BIRTH CERTIFICATE sent to the BAPSH Office; BOTH Seller and Buyer signatures MUST be present. The Buyer MUST have an ANCCE-LGPRE BREEDER CODE because the foal will be put straight into the new owner’s BREEDER Code and the LGPRE Foal Inscription will be processed in the Buyer’s ANCCE-LGPRE BREEDER Code. Foals cannot be inscribed by an owner who just has a Horse Owner Code.
