UK EQUINE LAW requires ALL IMPORTED HORSES to be REGISTERED with their UK PIO within 30 DAYS of ARRIVAL

Our National Breed Association is a Passport Issuing Office (PIO) for DEFRA, and is also the UK National Office for the Spanish Studbook – ANCCE-LGPRE, Sevilla, Spain. It is a legal requirement under British Equine Law to register any imported horse with the relevant PIO within 30 days of arrival in the UK. The relevant PIO for Imported Purebred Spanish (PRE) horses is BAPSH Ltd.

Registration of your horse with BAPSH Ltd automatically results in registration with the DEFRA Central Equine Database and ensures that you and your horse are fully legal in the UK  and have the following benefits:-
a) The Passport will be updated with your ownership details, stamped & signed by the PIO, as required by UK/EU Law.
b) Your horse’s details and Microchip are recorded in the UK National PRE Database and the data is uploaded to the DEFRA Central Equine Database (CED) within 24 hours of data entry as required by UK/EU Law; this assists in the tracing and recovery of lost or stolen horses
c) BAPSH Registered horses benefit from discounts on the BAPSH portion of the fees for ANCCE-LGPRE Services.
d) If you wish to breed from your horse the correct paperwork from the ANCCE-LGPRE can be applied for to enable breeding, and the progeny will be eligible for registration in the Spanish Studbook.
e) Your horse can compete at all Shows and competitions for Spanish and Iberian Horses, eg., the National CH show, Royal Windsor, and the British Dressage Championship series for PRE horses.

PROCEDURE 
BAPSH Ltd require confirmation that the imported horse and its passport match, so you need to get his/her identity confirmed by your vet using the BAPSH Ltd Import PRE Registration Application Form with its Identification Sheet on the second page – PRE IMPORT Registration Application form

1.VET IDENTIFICATION – Your UK Vet must complete, 100% in their own handwriting, the BAPSH identification page for your new horse (from the horse itself, NOT from the Spanish papers), READ the microchip, noting down the numbers, and sign and stamp the form to certify the identification. This UK veterinary examination is accepted as proof of the horse’s correct identity, and this has replaced the compulsory examination of the horse by the Spanish Grading Commission during their annual visit to the UK.
NOTE:- IF the horse’s Microchip cannot be read you should contact the Registrar ASAP. DO NOT INSERT ANOTHER MICROCHIP. BAPSH Ltd registration will be provisional pending further checks.

2. PROOF OF PURCHASE– BAPSH & ANCCE-LGPRE strongly advise you to obtain a Sales Document showing the change of ownership from the last recorded owner in ANCCE-LGPRE Studbook to You; to be of any worth, this document MUST be Signed by both parties(the ‘Contrato de Compraventa’). Alternatively a Receipt/Invoice with the horse’s details, those of Seller and Buyer, and SIGNED BY THE SELLER to provide proof of legal purchase. If there are one or more intermediary Dealers/Agents in the ‘chain’ of owners between YOU and the last Spanish Studbook recorded Owner then try to get some evidence of these un-registered changes of ownership too, especially important if you buy direct from a Dealer/Agent. Make sure that you have a detailed written RECEIPT for your money from whoever you paid your money to when you bought the horse.

3. INTERNATIONAL TRAVEL DOCUMENTS
Since BREXIT horses traveling from Spain to the UK are issued with two sets of Travel documents, copies of which should be submitted to BAPSH Ltd with the Registration application
a) From Spain to either Belgium (or occasionally Eire) – The EU Intra-trade Certificate
b) From Belgium to the UK – export from an EU country to a Third Country

4. CARTA DE TITULARIDAD/ PROPIEDAD – Horses with ANCCE-LGPRE yellow cream Passports automatically have a Carta de Titularidad or Carta de Propiedad (Ownership Card). FESCCR maroon Passported horses will also have a Carta de Titularidad/Propiedad, but if a Carta has never been issued you should Contact the Registrar.
The name & address on the front of the Card is the last registered owner of the horse with the ANCCE-LGPRE, and the back of the Card should already be signed in the ‘Seller’ (El Vendedor) signature Box by the person named on the front. IF the Card has NOT been signed by the last ANCCE-LGPRE registered owner there is a possibility that the horse was stolen from the last ANCCE-LGPRE registered owner.
Change of ownership in the UK databases is completed with the horse’s IMPORT Registration with BAPSH Ltd. Change of ownership with the ANCCE-LGPRE (Spanish mother studbook) is done by new PRE owners by application to BAPSH for an ANCCE-LGPRE Horse Owner (£43) or Breeder Code (£193) – see point 5, plus an application for the ANCCE-LGPRE Service 619 transfer (£60.00) to get the ANCCE Ownership Card updated into their own name and their new ANCCE-LGPRE Owner or Breeder Code.

that must be completed for ALL ANCCE-LGPRE Service requests.  BAPSH recommends that the ANCCE-LGPRE Service 619 Change of ownership is done at the same time as the Import Registration if possible.

NOTE You MUST have an ANCCE-LGPRE Owner Code or Breeder Code in order to apply for the Service 619 to move your horse INTO your ownership in the Spanish mother Studbook.

5. ANCCE-LGPRE BREEDER or HORSE OWNER CODE –
A Personal Code valid throughout your PRE owning life and essential for updating your horse’s ownership in the ANCCE-LGPRE Mother Studbook in Spain, but a Code is NOT required for updating ownership in the British PRE Studbook and the DEFRA CED
ANCCE-LGPRE will NOT do any mother studbook paperwork for a PRE Owner without you having an LGPRE Breeder or Horse Owner Code (Codigo Criador or Codigo Ganadero).      WHICH TYPE OF CODE DO I NEED ?

YOU WILL NEED AN LGPRE BREEDER CODE – £193.00 
1a. To Change the Ownership records on the ANCCE-LGPRE mother Studbook and get a new CARTA in your name (RECOMMENDED)
1b. To apply for Genetic Coat Colour analysis, Certificates of Encumbrance or DNA, a Duplicate Passport or Carta.
2.If you wish to Grade or Evaluate a PRE youngster for Breeding Approval,
3.If you wish to use a Stallion at Stud on PRE mares,
4.If you wish to breed from a PRE mare,
5.If you wish to Register/inscribe a PRE foal into BAPSH PRE STUDBOOK & the Spanish PRE Mother Studbook (ANCCE-LGPRE)

YOU WILL NEED AN ANCCE-LGPRE HORSE OWNER CODE – £43.00
1a. To Change the Ownership records on the ANCCE-LGPRE mother Studbook and get a new CARTA in your name,

All PRE Owners living in the Great Britain and Northern Ireland apply for ANCCE-LGPRE Services via the BAPSH Ltd Registry Service Office where you will find friendly assistance with filling out the forms.

 6. AFTER THE VET ID IS DONE – When the vet and yourself have completed both pages of the BAPSH Import PRE Registration Application form, plus any other forms required, send them back to the Registrar with the ORIGINAL Spanish Passport, plus the ANCCE-LGPRE Ownership Card (if there is one) along with your completed ANCCE International Application for Service 619 form (and if required, your ANCCE-LGPRE Breeder/Horse Owner Code application form with a colour copy of your ID Document), plus a photocopy of any other documentation that the horse arrived with, eg., the Intra-Trade Certificate, and the correct fees.

(Please Note that your passport is NOT sent to Spain but is fully and legally updated here in the UK at BAPSH Ltd)

The Fee for UK Import PRE Registration and Passport update is £100.00 including Royal Mail Signed For Service P&P. Please add the relevant fees for ANCCE-LGPRE Code and the LGPRE Service 619 if you chose to apply for these recommended Services.
